Customs is a state body that controls moving (import and export) of goods across the border of the country. Cargo means transport, equipment, goods, items, things, etc. Any of these goods has a commodity and / or material value from the customs point of view.
The state, represented by customs, needs to know: who and what moves across the border, what commercial and material value and purpose it has, and whether it is allowed to be taken out of or brought into the country. So, the state controls the internal and external economic activities of businesses and citizens, including smuggling.
The movement of most goods across countries’ borders within the EAEU customs union does not require any special bureaucracies – this is the main purpose of the organization. Things are different with goods from other countries that are not included in this union: the customs legislation of the Republic of Kazakhstan requires recipients and senders to declare such goods. This also applies to goods shipped from Kazakhstan to countries outside the EAEU zone.
In other words, customs declaration is the official response of recipients and senders to the state’s questions, cited above.
Customs declaration is an integral part of the customs clearance procedure and cannot be carried out without the participation of the declarant – the recipient or sender of the goods.
